FISCAL NOTE ANALYSIS
STATE OF ALASKA BILL NO. CSSB062(LC)
2018 LEGISLATIVE SESSION
Analysis
The Certificate of Need (CON) process helps the state avoid excess Medicaid costs by ensuring the program is not paying
for excess service capacity within the health care system. The amended version of the bill exempts CON requirements for
new facilities when there are no existing facilities within a 75 mile radius of the planned site. Given the lack of facilities
within the radius, there is no potential for the program to incur costs due to excess capacity. The fiscal note for the
amended version of SB062 is therefore $0.0.
