2018 LEGISLATIVE SESSION
Analysis
House Bill 384 would expand the definition of 'public utility" in AS 42.05.990(6) to include an entity furnishing broadband
Internet access service. The bill would also include a general definition of broadband Internet access in AS 42.05.990
that is distinguished from traditional dialup Internet access service.
The Regulatory Commission of Alaska (RCA) would be required to certificate or implement through regulation a
registration process for Internet service providers operating in Alaska. The RCA could also decide to implement a periodic
network data reporting requirement and may need to open a proceeding to define the necessary information to be filed.
Additional state oversight of broadband Internet access service is limited by a recent Federal Communications Commission
decision that is under appeal.
The Regulatory Commission of Alaska does not anticipate fiscal impact from this legislation.
