Analysis
Background
This bill provides a common property shellfish fishery classification in a special harvest area, and fishermen participating in
this fishery would be subject to the payment of an assessment either on the projected value of the shellfish or on the
pounds of shellfish harvested.
Revenue Impact
DOR estimates that this legislation will result in minimal revenues collected and deposited in the general fund based on
Department of Fish and Game projections of 2-3 applicants per year in the first two years and a decline thereafter.
Implementation Cost
The Department will make any necessary changes to forms and programs in conjunction with other changes being made
and is not expecting to have an increase in costs. The bill will require new regulations which can be promulgated in
coordination with other related regulations that are required on an annual basis under the current law.
