This bill mandates the transfer of specific parcels of land from the board of land commissioners to the department of state parks and cultural resources for the purpose of developing a state park. The parcels, totaling over 3,000 acres in Natrona County, will be conveyed following the completion of a site criteria process. The board is required to initiate this transfer by July 1, 2027, and may negotiate the disposition of any mineral leases currently affecting the property to facilitate the transfer. The sale of the land will occur at fair market value, with proceeds directed to the common school account within the permanent land fund.
Additionally, the bill appropriates $6.5 million from the general fund to support the procurement of the land and the resolution of mineral leases. The department of state parks and cultural resources must begin the site criteria process within one year of the land transfer and report its findings to the joint travel, recreation, wildlife, and cultural resources interim committee by October 1, 2027. The appropriation is designated for a specific period, concluding on June 30, 2028, and any unspent funds will revert as per legal requirements. The act will take effect immediately upon its passage.
