This bill establishes a new motor vehicle registration and license plate issuance system to be implemented and administered by the Department of Transportation by July 1, 2028. The bill also allows the Department to charge a transaction fee of up to $5.00 to cover maintenance costs and mandates that all county treasurers utilize this system for their duties related to motor vehicle registration.

Additionally, the bill amends existing law to require county treasurers to forward vehicle registration records electronically through the new system, as well as to maintain records of vehicle registrations and titles in accordance with the new framework. The development of this system is considered part of the replacement of the revenue information system and is eligible for funding under existing statutes. The Department of Transportation is tasked with creating necessary rules for implementation, and the act will take effect on July 1, 2028, with certain sections becoming effective immediately upon the bill's passage.
