The bill mandates the Wyoming energy authority to conduct a comprehensive transmission planning study in two phases. Phase one will analyze the impacts of three potential load growth scenarios—low, moderate, and high demand—on Wyoming's current transmission system. This phase will include a power flow assessment, consideration of advanced transmission technologies and electricity storage, a gap analysis of transmission needs, and recommendations for solutions. Phase two will focus on the integration of Wyoming's transmission system into regional systems, examining the implications of such integration on market participation and conducting an economic analysis of the benefits associated with the identified load growth scenarios.
Additionally, the bill requires the Wyoming energy authority to report its findings to the joint corporations, election and political subdivisions interim committee and the joint minerals, business and economic development interim committee. The first report on phase one is due by November 1, 2027, and the second report on phase two is due by September 1, 2028. The act will take effect immediately upon completion of all necessary legislative processes as outlined in the Wyoming Constitution.
