The bill establishes regulations for small plug-in solar generation devices, defined as photovoltaic devices with a maximum output of 1,200 watts that connect to a building's electrical system via a standard outlet. It exempts these devices from certain utility regulations, including the need for interconnection agreements and net metering system requirements. Additionally, the bill mandates that these devices must include safety features to prevent backfeeding into the electric utility's system during power outages. Electric utilities are prohibited from requiring customer approval for installation, charging fees, or mandating additional equipment beyond what is integrated into the device.

Furthermore, the bill amends existing definitions to exclude plug-in solar generation devices from the definition of "net metering system." It also clarifies that electric utilities will not be liable for damages related to the use of these devices unless they are directly involved in their sale, lease, installation, or operation. The act is set to take effect on July 1, 2026.
