This bill amends the existing law regarding the disposition of pari-mutuel funds in Wyoming. It requires that an amount equal to one percent (1%) of the total amount wagered on historic pari-mutuel events and simulcasting be credited to the state highway fund. Additionally, the bill specifies that permittees must complete certain reporting requirements every Wednesday following a pari-mutuel event, including the new requirement to pay the aforementioned amount to the state highway fund. The previous provision that allowed counties, cities, or towns to credit their share of the pari-mutuel funds to the state fair account has been deleted.

Furthermore, the bill clarifies the handling of funds paid to the commission, stating that all sums, except for specific contributions and fines, will be credited to the pari-mutuel account. It mandates that any excess funds in this account, above one million five hundred thousand dollars ($1,500,000), be transferred to the legislative stabilization reserve account on a quarterly basis. The bill also outlines the auditing process for the commission's funds and establishes compensation for commission members. The effective date for this act is set for July 1, 2026.
