The bill mandates the state engineer to conduct a comprehensive study on the impacts of consumptive water use in Wyoming, particularly focusing on large-scale industrial water use and its effects on the hydrological cycle. The study will analyze current large-scale industrial water uses, including those related to data centers and hydrogen production, and will assess their impact on other water users in the state. It will also provide recommendations to mitigate the effects of these water uses on various beneficial uses, such as municipal, agricultural, and recreational purposes.
To facilitate this study, the bill appropriates $500,000 from the general fund to the state engineer's office, with the funds designated specifically for this purpose until June 30, 2027. The results of the study, along with any legislative recommendations, must be reported to the joint agriculture, state and public lands and water resources interim committee by November 1, 2026. The act is effective immediately upon completion of the necessary legislative processes.
