The bill amends Wyoming's election laws to enhance the post-election ballot audit process. It requires county clerks to take minutes during the audit and submit these minutes along with the audit results to the secretary of state one day before the state canvassing board meeting. Additionally, the bill mandates that county clerks notify the county chairpersons of political parties and independent candidates about the audit's time and location. At least two electors from different political parties must be present to observe the audit, with provisions for additional representatives from political parties and independent candidates to attend.

Furthermore, the bill establishes that observers of the audit must take an oath for election officials and allows the county clerk to appoint representatives if there are not enough available. Observers are also given the opportunity to register any errors or objections during the audit, which the county clerk must document and submit alongside the audit results. The effective date for this act is set for July 1, 2026.
