This bill mandates the reorganization of the public funds division of the Wyoming Department of Audit, transferring its functions to the legislature by July 1, 2027, contingent upon legislative approval of a reorganization plan. The directors of the Department of Audit and the Legislative Service Office are tasked with jointly preparing this plan, which must ensure the continued operation of all other divisions within the Department of Audit, outline the necessary statutory and regulatory amendments, and facilitate the transfer of personnel and resources to a new legislative office of audit. The plan is to be submitted to the governor and relevant legislative bodies by July 1, 2026, and public hearings must be held prior to the 2027 legislative session.

Additionally, the bill stipulates that the existing duties and functions of the Department of Audit will remain unchanged until the reorganization is implemented. It also clarifies that the validity of existing rules, regulations, and contracts of the Department of Audit will not be affected by this act, and these will remain in effect until amended or repealed following the approval of the reorganization plan. The act is set to take effect immediately upon completion of the necessary legislative processes.
