The bill revises the Hathaway scholarship program by updating eligibility requirements and scholarship amounts while eliminating certain criteria related to academic progress and enrollment. Key changes include the removal of requirements for satisfactory academic progress, continuous enrollment, and minimum credit hours for scholarship recipients. The definitions of "academic term" and "academic year" are expanded to encompass additional terms offered by eligible institutions, and new definitions for "remaining scholarship amount" and "total scholarship amount" are introduced. The scholarship amounts are specified, with the opportunity scholarship set at $6,720, the performance scholarship at $10,080, and the honor scholarship at $13,440.

Furthermore, the bill establishes new provisions for the Hathaway expand Wyoming scholarship, which requires students to maintain a cumulative GPA of 3.25, enroll in at least twelve semester hours each fall and spring semester, and successfully complete at least 24 semester hours each academic year to remain eligible. It also repeals several obsolete provisions and makes conforming amendments to ensure consistency throughout the scholarship program. Importantly, any student who received a Hathaway scholarship prior to the act's effective date will retain their eligibility under the terms in effect as of June 30, 2026. The act is scheduled to take effect on July 1, 2026.
