The bill introduces a new criminal offense in Wyoming known as "absconding for criminal purposes," defined under W.S. 6-5-215. A person can be charged with this offense if they travel between counties in Wyoming or to another jurisdiction after committing a criminal offense, with the intent to commit another crime, to conceal or dispose of stolen property, or to further a felony.

The penalties for this new offense will align with the most serious crime that the individual has committed, intended to commit, or furthered through their absconding actions. The bill is set to take effect on July 1, 2026.
