The bill mandates the Department of Environmental Quality to conduct a comprehensive study on public wastewater and stormwater infrastructure in Wyoming, aligning this effort with ongoing assessments of drinking water infrastructure. The Office of State Lands and Investments, along with the Wyoming Water Development Office, is tasked with providing necessary support for this study. Local governments, including cities, towns, and counties, are required to supply relevant data on their water-related infrastructure as requested.

Additionally, the bill includes an appropriation of $8 million from the strategic investments and projects account to fund the study, which is to be completed by June 30, 2030. The Department of Environmental Quality is also required to report on the study's progress annually to the Select Water Committee from 2026 to 2030. The act is set to take effect on July 1, 2026.
