This bill establishes requirements for operators of commercial motor vehicles in Wyoming to demonstrate proficiency in the English language. It defines "proficiency in the English language" as the ability to converse with the public, understand traffic signs, respond to inquiries, and complete reports in English. Operators who cannot demonstrate this proficiency are prohibited from operating commercial vehicles and face civil penalties of $1,000 for each violation. Additionally, if an operator violates this prohibition, they may be charged with a misdemeanor, facing fines or imprisonment. Motor carriers whose operators violate this law will incur a civil penalty of $3,000 for each violation.

The bill also includes provisions for law enforcement, mandating that the highway patrol and designated officers enforce these new regulations. They are authorized to issue citations for violations and must notify motor carriers of any violations involving their vehicles. If a motor carrier cannot pay the civil penalty or present a qualified operator within 12 hours of notification, law enforcement will inform the cargo owner, allowing them to arrange for the transfer of cargo. The act is set to take effect on July 1, 2026.
