This bill establishes a new section in the Wyoming insurance code that mandates health insurance coverage parity for services provided by birthing centers. Specifically, it requires that all individual and group health insurance policies, including those from nonprofit corporations and health maintenance organizations, that cover maternity and newborn care in a hospital setting must also provide equivalent coverage for these services in birthing centers. The bill specifies that covered services must include those provided by licensed midwives and other licensed healthcare providers, and that the terms, conditions, and reimbursement rates for birthing center services must be no less favorable than those for comparable hospital services.

The act will apply to all health insurance policies, plans, and contracts that are delivered, issued, renewed, modified, amended, or extended on or after July 1, 2026, with an effective date set for the same day. This legislation aims to enhance access to maternity and newborn care services in birthing centers, ensuring that they are treated equally to hospital settings in terms of insurance coverage.
