The bill amends Wyoming's Medicaid eligibility criteria by adding a new subsection to W.S. 42-4-106. It specifies that applicants must meet several requirements to qualify for medical assistance, including being a U.S. citizen or national with a valid social security number and proof of identity, being a Wyoming resident or meeting specific criteria in the Wyoming Medicaid state plan, and fulfilling at least one of several outlined criteria such as being determined disabled, receiving supplemental security income, or qualifying for hospice services. Additional criteria may be established by the department or federal Medicaid regulations.

The act will apply to applications for medical assistance that are submitted or renewed on or after July 1, 2026, and it will take effect on the same date. The bill also includes a staff comment suggesting the consideration of additional eligibility criteria, such as age, family and child eligibility, and various programs related to disability and cancer care, although these suggestions are not part of the current legal language.
