This bill amends Wyoming's election laws by prohibiting the use of drop boxes for the delivery of absentee ballots. It specifies that qualified electors must mark their ballots, sign the affidavit, and then either mail or hand deliver their ballots to the county clerk. The bill explicitly states that no county clerk, election staff, public employee, or election official is allowed to establish or use drop boxes for collecting absentee ballots, and it also prohibits any person from delivering an absentee ballot through a drop box. If a ballot is improperly delivered, the county clerk is authorized to notify the elector that their ballot is spoiled.

Additionally, the bill defines a "drop box" as any receptacle designed for receiving absentee ballots or other documents that would allow for delivery outside of the specified mail or hand delivery methods. The effective date for this act is set for July 1, 2026.
