The proposed bill aims to limit the regulatory power of homeowners' associations (HOAs) regarding the display of campaign signs on members' properties. It establishes a new section, W.S. 22-25-116, which defines a homeowners' association and prohibits them from banning the indoor or outdoor display of campaign signs for candidates or ballot propositions. However, it allows HOAs to set specific regulations concerning the placement, size, and timing of these signs, such as requiring them to be ground-mounted, limiting the number of signs per candidate, and ensuring they do not pose a threat to public health or safety.

Additionally, the bill amends W.S. 22-26-112(a)(ix) to include violations of the new section as misdemeanor offenses, punishable by up to six months in jail or a fine of up to $1,000. The act will apply to any homeowners' association that creates new legal requirements for property owners on or after July 1, 2025, and will take effect on that same date.
