The certification must also state that the group will not knowingly accept such contributions and will maintain records of all contributions and expenditures for at least five years.
To further enforce these regulations, the bill mandates that groups obtain affirmation from donors that they are not foreign nationals and have not received significant funding from prohibited sources in the past four years. The secretary of state is granted the authority to bring civil actions against violators, with penalties of up to twice the amount of any prohibited contributions or expenditures. The act is set to take effect on July 1, 2025.
