The bill amends existing election laws in Wyoming to clarify the responsibilities of the Secretary of State regarding the verification of voter registration data. It introduces new provisions that allow the Secretary of State to collaborate with the Department of Transportation to match voter registration data with driver's license information. This includes verifying the citizenship status of voters and identifying any individuals who may be ineligible to vote. Additionally, the bill allows the Secretary of State to utilize the Systematic Alien Verification for Entitlements (SAVE) program to confirm that voters are U.S. citizens. The Department of Transportation is also required to provide a monthly list of individuals who have indicated noncitizen status, which the Secretary of State can share with county clerks for official use.

Furthermore, the bill specifies the process for notifying voters about the potential cancellation of their registration. It states that if there is evidence suggesting an elector may have moved to another state, the Secretary of State and county clerks can investigate and subsequently send a notice of intent to cancel the registration. This notice will inform the elector that cancellation will occur within 20 days unless they request to remain on the registry. The bill also outlines that no notice is necessary if the clerk has received confirmation of the elector registering in another jurisdiction or if the elector has requested cancellation in writing. The act is set to take effect on July 1, 2025.
