The bill mandates the joint corporations, elections, and political subdivisions interim committee to conduct a comprehensive study on the use of eminent domain in Wyoming during the 2025 interim. The study will address several key issues, including adequate compensation for property taken through eminent domain, the reclamation and restoration of property post-easement release, liability for damages from the use of such property, the reasons and parties authorized to exercise eminent domain, the abandonment of easements, and the types of land that can be acquired through this power.

Following the study, the committee is required to prepare any recommended legislation for consideration during the budget session. The act is set to take effect immediately upon the completion of all necessary legislative processes as outlined in the Wyoming Constitution.
