This bill mandates the reorganization of the state board of education and the state board of career and technical education under the authority of the state superintendent of public instruction. By July 1, 2026, all functions and divisions of these boards will be transferred to the state superintendent, who will then be recognized as the successor to both boards. The state superintendent is required to develop a reorganization plan that maintains the current structure as much as possible while ensuring a smooth transition of responsibilities. This plan must be submitted to the governor and relevant legislative committees by July 1, 2025, and public hearings will be held prior to the 2026 budget session to discuss the plan.
Additionally, the bill amends the duties of the state superintendent to include the preparation and execution of the reorganization plan, which will take effect upon legislative approval. The validity of existing rules and regulations from the state boards will remain intact until they are amended or repealed by the state superintendent after the reorganization plan is approved. The act is effective immediately upon completion of the necessary legislative processes.
