This bill mandates the reorganization of the state board of education and the state board of career and technical education under the authority of the state superintendent of public instruction. By July 1, 2026, all functions and divisions of these boards will be transferred to the state superintendent, who will also be responsible for preparing a reorganization plan. This plan must maintain the current structure of the boards as much as possible while ensuring a smooth transition of responsibilities. The state superintendent is required to submit this plan to the governor and relevant legislative committees by July 1, 2025, and public hearings will be held to discuss the plan before the 2026 budget session.

Additionally, the bill amends the duties of the state superintendent to include the preparation and execution of the reorganization plan, which will take effect upon legislative approval. The existing rules and regulations of the state boards will remain in effect until they are amended or repealed by the state superintendent after the reorganization plan is approved. The act is effective immediately upon completion of the necessary legislative processes.
