The bill amends existing law regarding the use of landowner coupons for hunting antelope, deer, or elk on private property in Wyoming. It requires hunters to deliver the landowner's coupon to the landowner upon harvesting an animal or at the conclusion of a hunt if no animal was harvested. The bill specifies that the coupon must be delivered to the landowner whose property was used for the majority of the hunting season, whether or not an animal was taken. Additionally, the landowner must submit the coupon and an affidavit to the department by March 1 following the hunting season to receive payment for the coupon.
The bill also includes provisions that clarify the payment process for landowners, stating that they will receive $16 for each coupon submitted. It emphasizes that landowner coupons are non-transferable and establishes penalties for unauthorized collection attempts. Furthermore, starting January 1, 2000, the department will provide a checkoff option on the coupon affidavit claim form for landowners to designate payments to the animal damage management board. The act is set to take effect on July 1, 2025.
