This bill establishes new regulations regarding the expenditure of funds allocated for teachers under the education resource block grant model in Wyoming. Starting from the 2026-2027 school year, all funds designated for teacher salaries, health insurance, and other benefits must be separately accounted for by each school district and can only be used for those specific purposes. However, this requirement does not apply to charter schools, alternative schools, virtual education programs, or schools and districts with fewer than 49 and 243 students, respectively. Additionally, while the funds must be used for teacher-related expenses, school districts are not prohibited from allocating or expending these funds for other specified teacher resources.
The bill also mandates data collection and reporting by the Department of Education. Each year, the department is required to report to the joint education interim committee on the amounts spent on teacher salaries and benefits, as well as the number of teachers employed by each district. Furthermore, the department must provide findings and recommendations based on the collected data by October 1, 2025, and again on October 1, 2026. The data advisory committee is also tasked with making recommendations to ensure clear identification of expenditures related to teacher salaries and benefits by June 30, 2026. The act is set to take effect immediately upon completion of the necessary legislative processes.
