This bill establishes new regulations regarding the expenditure of funds allocated for teachers under the education resource block grant model in Wyoming. Starting from the 2026-2027 school year, all funds designated for teacher salaries, health insurance, and other benefits must be separately accounted for by each school district and can only be used for those specific purposes. However, this requirement does not apply to charter schools, alternative schools, virtual education programs, or schools and districts with fewer than 49 and 243 students, respectively. Additionally, while the bill mandates that school districts must not use these funds for purposes other than those specified, it does allow for the allocation of funds for teacher resources.
The bill also requires the Wyoming Department of Education to collect data on expenditures related to teacher salaries and benefits and report this information annually to the joint education interim committee. Furthermore, the department must provide findings and recommendations based on the collected data by October 1, 2025, and again on October 1, 2026. The data advisory committee is tasked with making recommendations to ensure clear identification of these expenditures by June 30, 2026. The act is set to take effect immediately upon completion of the necessary legislative processes.
