The bill establishes new regulations regarding the expenditure of funds generated for teachers through the education resource block grant model in Wyoming. Starting from the 2026-2027 school year, all funds allocated for teachers, including salaries, health insurance, and other benefits, must be separately accounted for by each school district and can only be used for the specified purposes. However, this requirement does not apply to charter schools, alternative schools, virtual education programs, or schools and districts with fewer than 49 and 243 students, respectively. Additionally, school districts are prohibited from using these funds for any purposes other than those specified.

The bill also mandates the collection and reporting of data related to teacher expenditures. The Department of Education is required to gather information on the amounts spent on teacher salaries and benefits and report this data annually to the joint education interim committee. Furthermore, the department must provide findings and recommendations based on the collected data by October 1, 2025, and again in 2026, to assist in refining the education resource block grant model. The data advisory committee is also tasked with making recommendations to ensure clear identification of expenditures related to teacher compensation. The act is set to take effect immediately upon completion of the necessary legislative processes.
