This bill establishes a competitive grant program for crossing guards in K-12 public schools in Wyoming, specifically for the school years 2025-2026 through 2027-2028. School districts can apply for state assistance to train and educate volunteers and faculty, pay wages, and purchase equipment for crossing guard programs. Grants will be capped at $10,000 per school per year and will not affect the school foundation program amount under the education resource block grant model. Applications must include a proposal detailing the need for crossing guards, the proposed schools and intersections, the number of volunteers, training requirements, and itemized equipment costs. The Department of Education will review applications and notify districts of grant decisions by August 1 each year.
The bill appropriates $4,950,000 from the public school foundation program account to fund this grant program, with a limit of $1,650,000 to be spent each school year. The funds are designated solely for this purpose and any unspent amounts will revert by June 30, 2028. Additionally, the Department of Education, in consultation with the Department of Transportation, is tasked with creating rules to implement the program, including training requirements for crossing guards. The section establishing the grant program will be repealed effective July 1, 2028.
