The bill establishes a competitive grant program for crossing guards in K-12 public schools in Wyoming, specifically for the school years 2025-2026 through 2027-2028. School districts can apply for state assistance to train and educate volunteers and faculty, pay wages, and purchase equipment for crossing guard programs. Grants will be capped at $10,000 per school per year and will not affect the school foundation program amount under the education resource block grant model. The application process requires districts to submit a proposal detailing the need for crossing guards, the proposed locations, volunteer involvement, training requirements, and equipment costs. The Department of Education will review applications and notify districts of grant decisions by August 1 each year.
Additionally, the bill appropriates $4,950,000 from the public school foundation program account to fund the grant program, with a limit of $1,650,000 to be spent each school year. The Department of Education is tasked with reporting on grant expenditures and developing necessary rules in consultation with the Department of Transportation. The program is set to be repealed on July 1, 2028, and any unspent funds will revert as per the law. The act will take effect immediately upon completion of the legislative process.
