This bill amends the existing law regarding the duties of owners and renters of residential rental properties in Wyoming. Specifically, it removes the provision that allowed parties to agree in writing that a rental unit could lack operational utilities. As a result, all residential rental units must now have operational electrical, heating, and plumbing systems, along with hot and cold running water, regardless of any prior agreements between the owner and the renter.

The bill also clarifies that this requirement does not apply to seasonal rental units, such as summer cabins, which are not expected to have these amenities. The effective date for this legislation is set for July 1, 2025.
