The bill establishes a new section in Wyoming law to authorize the issuance of specially designed license plates that recognize rodeo as the official sport of Wyoming. Individuals interested in supporting rodeo programs at the University of Wyoming and Wyoming community colleges can apply for these distinctive plates for their non-commercial vehicles. The application process will follow the same requirements and fees as standard vehicle registration, with an additional option for applicants to donate a dollar or more to support rodeo programs. The design of the plates will include the phrase "Rodeo The official sport of Wyoming," and the Department of Transportation will oversee their production.

Additionally, the bill includes a provision that if fewer than 500 sets of these rodeo license plates are issued by December 31, 2031, the plates will be discontinued, and a report on this cessation will be submitted to the joint transportation, highways, and military affairs interim committee by January 15, 2032. The bill also amends existing law to include the new rodeo license plate section in the list of provisions under which replacement duplicate license plates can be obtained. The rodeo license plates are set to be available starting January 1, 2026, with the act taking effect on July 1, 2025.
