The bill amends the requirements for how bond questions are submitted to voters in Wyoming. It specifies that each bond question must be presented in a "true and impartial" manner, detailing the purpose of the bonds, the maximum principal amount, the maximum duration of the indebtedness, and the maximum interest rate. Additionally, it mandates that political subdivisions provide written notification to the county clerk at least 110 days before a bond election. The Secretary of State is also granted the authority to create rules for conducting bond elections that are not held concurrently with general or primary elections.
Furthermore, the bill introduces a civil cause of action, allowing qualified electors of the political subdivision to challenge any bond question that does not meet the specified requirements. A bond that is contested under this provision cannot be issued until the civil action is resolved. The act is set to take effect on July 1, 2025.
