The bill amends W.S. 15-1-404 to establish that jurisdiction over pending building permit or land use applications will remain with the county until those applications are either issued or denied. Specifically, the new language states that if a land or building is annexed, any pending applications will continue to be managed by the county until a final decision is made, at which point jurisdiction will transfer to the annexing city or town.

This legislation is set to apply to all annexations, building permit applications, and land use applications filed on or after July 1, 2025, with the act itself becoming effective on that same date.
