The bill establishes a new legal framework for addressing violations of state law or the Wyoming constitution by counties, cities, and towns. It mandates that upon the written request of one or more members of the legislature, the attorney general must investigate any alleged violations and report findings within thirty days. If a violation is confirmed, the attorney general will notify the governing body of the respective county, city, or town, allowing them thirty days to rectify the issue. Should they fail to do so, the state treasurer is required to withhold state revenues from the offending entity until the violation is resolved. Additionally, the bill stipulates that prior to requesting an investigation, legislators must provide written notification of the alleged violation to the local governing body.

The bill also amends existing statutes regarding the distribution of state revenues to include provisions for withholding funds in cases of confirmed violations. Specifically, it introduces new subsections that outline the process for withholding distributions under W.S. 39-15-111 and W.S. 39-16-111 when the attorney general identifies a violation. These funds will be held in the general fund and revert to it at the end of the fiscal biennium if not resolved. The act is set to take effect on July 1, 2025.
