The bill establishes the "Monument to America Development and Oversight Task Force," which will include the governor or their designee, tribal liaisons, legislative leaders, and any willing former governors or legislative leaders. The task force is tasked with developing specifications and plans for a monument commemorating the 250th anniversary of the Declaration of Independence, similar in size and scope to Mount Rushmore. It will also determine a location for the monument, ideally on school trust lands, and make recommendations to the governor and relevant legislative committees by July 4, 2026. The task force will be supported by the Department of State Parks and Cultural Resources, with assistance from the Department of Tourism and the State Geologist as needed.
To fund the task force's activities, the bill appropriates $40,000 from the general fund to the governor's office for non-legislative members' compensation and another $40,000 to the Legislative Service Office for active legislative members' expenses. These appropriations are designated for the period from the bill's effective date until June 30, 2027, and any unspent funds will revert as per the law. The task force is set to terminate on June 30, 2027, and the act will take effect immediately upon completion of the necessary legislative processes.
