The bill amends existing legislation regarding the procurement processes for water, sewer, and water and sewer districts in Wyoming. It raises the threshold for projects and purchases that require competitive bidding from thirty thousand dollars ($30,000) to seventy-five thousand dollars ($75,000). This change applies to any improvements or purchases initiated on or after July 1, 2025. The bill maintains the requirement for contracts to be awarded to the lowest responsible bidder and allows districts to reject any bids or waive irregularities.
Additionally, the bill specifies that all supplies, materials, equipment, machinery, and apparatus purchased by the district costing seventy-five thousand dollars or more must also be procured through competitive bidding. However, it exempts purchases of patented and manufactured products available in a noncompetitive market or solely from a manufacturer's authorized dealer from these bidding requirements. The effective date for these changes is set for July 1, 2025.
