Specifically, it modifies the existing language to clarify that an applicant holding an expiring lease must not be in violation of the lease provisions to qualify for renewal. The applicant must also have paid the rental fees on time and meet the qualifications outlined in W.S. 36-5-101.

Additionally, the bill stipulates that the renewal must be at least equal to the highest bid offered by another qualified applicant, provided that the bid meets the minimum fair market value determined by the board. The effective date of the act is immediate upon the completion of all necessary legislative procedures as per the Wyoming Constitution.
