The bill amends W.S. 36-6-101 by adding a new subsection (q) that requires the board of land commissioners to provide written notice to the board of county commissioners at least sixty days before approving the issuance or extension of a mineral lease for oil, gas, coal, or other mineral production on state lands or state school lands. This notice must include an opportunity for the county commissioners to submit public comments either in writing or during the meeting where the lease is discussed or approved.
Additionally, the bill clarifies that it applies to all leases and lease extensions for mineral production on state lands and state school lands proposed, issued, and entered into on or after the effective date of the act. It also specifies that the act does not alter or impair any leases that were entered into before its effective date. The act is set to take effect immediately upon completion of the necessary legislative processes.
