This bill amends Wyoming state law regarding the issuance and extension of mineral leases on state lands and state school lands. It introduces a new requirement that the board of land commissioners must provide written notice to the board of county commissioners in the relevant counties at least sixty days prior to approving any mineral lease for oil, gas, coal, or other mineral production. Additionally, the board of county commissioners will be given the opportunity to submit public comments on the proposed lease, either in writing or during the meeting where the lease is discussed.

The bill applies to all new leases and lease extensions for mineral production on state lands and state school lands that are proposed, issued, or entered into after the effective date of the act. Importantly, it clarifies that it does not affect any leases that were entered into before the act's effective date. The act is set to take effect immediately upon the completion of all necessary legislative processes.
