This bill amends Wyoming Statute 9-1-305 to allow the Secretary of State to charge a fee for expediting the filing of certain documents, specifically those filed under titles 17, 34, or 40, chapters 1 and 2 of the Wyoming statutes. The maximum fee for this expedited service is set at five thousand dollars ($5,000.00). The Secretary of State is required to establish the fee and the process for requesting expedited filings through rules that consider the costs associated with the filing and the deadlines mandated by law. Importantly, expedited filings will not confer any advantages over non-expedited filings regarding the timing of submission.
Additionally, the bill authorizes the Secretary of State to create one full-time position to implement these changes, with an appropriation of ninety-three thousand one hundred seventy-nine dollars ($93,179.00) from the general fund for this purpose, effective until June 30, 2026. This appropriation is intended to be included in future budget requests. However, the authorization and funding for this position will not take effect if certain conditions related to other legislative bills are met. The act is set to become effective on July 1, 2025.
