The bill amends the Wyoming national guard member referral incentive program to expand eligibility for those who can participate in the program. It introduces new definitions and criteria for successful referrals, allowing not only current Wyoming national guard members but also retired military service members, current employees of the military department, and recruits beginning the enlistment process with the Wyoming national guard to provide referrals. The program aims to enhance peer-to-peer recruiting by offering a referral bonus to those who successfully refer new members to the Wyoming national guard. Additionally, the bill specifies that the military department will maintain records of all referrals and will distribute bonuses to those who make successful referrals, provided that sufficient funds are available. Notably, the military department shall not distribute a referral bonus to a referring recruit until the referring recruit has membership in the Wyoming national guard. The bill also defines a "retired military service member" and clarifies what constitutes a "successful referral." The act is set to take effect on July 1, 2025.
