The bill amends existing laws regarding reading assessment and intervention in Wyoming schools, specifically targeting the requirements for individualized reading plans and school improvement plans. It mandates that each school district implement a reading assessment program using one or more instruments identified by the state superintendent, screening students for reading difficulties at least three times a year from kindergarten through third grade. The bill eliminates the option for group reading plans within individualized reading plans, ensuring that all students who show signs of reading difficulties are placed on a tailored plan that utilizes appropriate evidence-based interventions.

Additionally, the bill requires school districts to report annually on their progress toward achieving an 85% reading proficiency goal for third graders. This report must include detailed data on students identified as having reading difficulties, the percentage of students meeting proficiency levels, and the specific evidence-based interventions implemented. The improvement plans submitted by schools not meeting the proficiency goal must outline strategies for increasing reading proficiency, including the training received by reading teachers. The act is set to take effect on July 1, 2025.
