This bill establishes a new program aimed at addressing the mental health needs of K-12 public school students in Wyoming, to be administered by the Department of Education. The program will be available to all public school districts, which can choose to participate, and will focus on promoting wellness and resiliency among students. Participating districts are required to report on their expenditures, the number of students served, and the impact of the services provided. The program is set to run for a minimum of two school years, starting in the 2024-2025 school year.

To fund this initiative, the bill appropriates $5,805,000 from the public school foundation program account for both the 2024-2025 and 2025-2026 school years, with specific allocations for community project manager positions in each district. Additionally, the bill repeals a previous appropriation from the 2024 Wyoming Session Laws, which will allow unexpended funds to revert back to the public school foundation program account. The Department of Education is also authorized to create two full-time positions to oversee the program's implementation. A report on the program's effectiveness and recommendations for future funding will be required by August 1, 2026.
