A BILL
for
1 AN ACT relating to school finance; modifying the career and
2 technical education equipment and supplies component within
3 the education resource block grant model; making conforming
4 amendments; providing an appropriation; and providing for
5 an effective date.

7 Be It Enacted by the Legislature of the State of Wyoming:

9 Section 1. W.S. 21-13-101(a)(xvii) and
10 21-13-309(m)(v)(D)(III) are amended to read:
11

1 (a) As used in this chapter:
2
3 (xvii) "Attachment A" to 2011 House Bill 0127 as
4 amended by 2012 Wyoming Session Laws, Chapter 99 2011
5 Wyoming Session Laws, Chapter 185, as further amended by
6 the legislature, consists of an enumeration of model
7 components as enacted into law, summarizing and executing
8 recommendations contained within the 2010 cost of education
9 study, as modified by the legislature, and is hereby
10 incorporated into this chapter by this reference;
11
12 21-13-309. Determination of amount to be included in
13 foundation program for each district.
14
15 (m) In determining the amount to be included in the
16 foundation program for each district, the state
17 superintendent shall:
18
19 (v) Based upon ADM computations and identified
20 school configurations within each district pursuant to
21 paragraph (iv) of this subsection, compute the foundation
22 program amount for each district as prescribed by the

1 education resource block grant model adopted by the Wyoming
2 legislature as defined under W.S. 21-13-101(a)(xiv), as
3 contained within the spreadsheets and accompanying reports
4 referenced under W.S. 21-13-101(a)(xvii). The following
5 criteria shall be used by the state superintendent in the
6 administration of the education resource block grant model:

8 (D) Career and technical education
9 computations within the education resource block grant
10 model shall be based upon:
11
12 (III) The number of full-time
13 equivalent (FTE) vocational career and technical education
14 teachers within the school, as computed in accordance with
15 guidelines prescribed by the department, providing career
16 and technical education instruction in grades nine (9)
17 through twelve (12) and except as provided under W.S.
18 21-2-202(a)(xxvii), certified by the Wyoming professional
19 teaching standards board to provide instruction at the high
20 school level for career and technical education courses
21 comprising career and technical education programs.
22 Nothing in this subdivision shall require a district to

1 employ teachers certified for high school career and
2 technical education instruction on a full-time basis or to
3 require teachers to teach only high school career and
4 technical education courses on a full-time basis.

7 ATTACHMENT "A"(b)(xxv), as amended by 2017 Wyoming Session
8 Laws, Chapter 205, section 3 is amended to read:

17 (b) Notwithstanding components specified in
18 the 2010 cost of education study accepted by the
19 legislature, the Wyoming education resource block
20 grant model components and the resourcing for
21 those components, as enacted by the legislature,
22 shall be as follows:

2 (xxv) Vocational Career and technical
3 education: 0.29 times FTE
4 vocational career and
5 technical education ADM;
6
7 The greater of $9,428.77/FTE
8 vocational career and
9 technical education teacher
10 or $18,857.57 for equipment
11 and supplies.

13 Section 3. Except as specifically amended by section
14 2 of this act, the career and technical education equipment
15 and supplies computation within the education resource
16 block grant model shall operate in the same manner as the
17 computation prior to the enactment of this act. The
18 external cost adjustment shall be applied to the amounts
19 for the career and technical education equipment and
20 supplies as amended by section 2 of this act.

1 Section 4. There is appropriated three hundred fifty
2 thousand dollars ($350,000.00) from the public school
3 foundation program account to the department of
4 education-school finance for career and technical education
5 supplies, equipment and replacement payments to school
6 districts made necessary by the amendments enacted in
7 section 2 of this act. This appropriation shall be for the
8 period beginning July 1, 2025 and ending June 30, 2026.
9 This appropriation shall not be transferred or expended for
10 any other purpose and any unexpended, unobligated funds
11 remaining from this appropriation shall revert as provided
12 by law on June 30, 2026. It is the intent of the
13 legislature that this appropriation be included in the
14 standard budget for the department of education-school
15 finance for the immediately succeeding fiscal biennium.

17 Section 5. This act is effective July 1, 2025.
