A BILL
for
1 AN ACT relating to the legislature; amending the name and
2 duties of the select committee on blockchain, financial
3 technology and digital innovation technology; amending the
4 sponsorship authority of the select committee; making
5 conforming amendments; and providing for an effective date.

7 Be It Enacted by the Legislature of the State of Wyoming:
8
9 Section 1. W.S. 28-11-701(a)(intro), (b)(i), (ii),
10 (c)(intro) and (i) and 40-31-105(e) are amended to read:

3 28-11-701. Appointment of members; powers and duties;
4 executive branch liaisons.

6 (a) Not later than March 15 following each general
7 election, a select committee on blockchain, financial
8 technology and digital innovation and emerging technology
9 shall be appointed subject to the following:
10
11 (b) The select committee shall:
12
13 (i) Develop knowledge and expertise among its
14 members regarding issues pertaining to blockchain,
15 financial technology and digital innovation and emerging
16 technology;
17
18 (ii) Develop and introduce legislation as
19 necessary to promote blockchain , financial technology and
20 digital innovation in Wyoming unless the legislation
21 relates to Title 13 of the Wyoming statues, in which case
22 the legislation shall be recommended to the joint minerals,
23 business and economic development interim committee for

1 consideration Wyoming's continued leadership in the digital
2 economy by:

4 (A) Reducing impediments to economic
5 opportunities for technology and technology companies
6 within the state;
7
8 (B) Developing policies that encourage
9 technology companies to locate and remain in the state;
10
11 (C) Promoting further development of
12 digital commercial activity in the state.

16 STAFF COMMENT
17 As an alternative to completely removing the requirement to
18 send bills relating to Title 13 to the Joint Minerals
19 Committee for sponsorship, the Select Committee may wish to
20 consider requiring consultation by creating a new paragraph
21 (iii) as provided below:

23 (iii) Require its chairmen to consult with the
24 chairmen of the joint minerals, business and economic
25 interim committee prior to sponsorship of any legislation
26 that relates to Title 13 of the Wyoming statutes.

1 (c) Not later than March 15 following each general
2 election, the governor shall appoint three (3) persons to
3 serve as liaisons to the select committee on blockchain,
4 financial technology and digital innovation and emerging
5 technology. The governor may, in a manner consistent with
6 W.S. 9-1-202, remove any liaison to the select committee.
7 The liaisons shall:
8
9 (i) Aid, assist and advise the select committee
10 on issues pertaining to blockchain, financial technology
11 and digital innovation and emerging technology;
12
13 40-31-105. Powers of the commission.
14
15 (e) Before initially issuing any Wyoming stable
16 tokens, the director shall provide a comprehensive report
17 to the select committee on blockchain, financial technology
18 and digital innovation and emerging technology and the
19 joint minerals, business and economic development interim
20 committee on all actions taken under this act.

22 Section 2. For all purposes the select committee on
23 blockchain and emerging technology, as renamed in this act,

1 is a continuation of the select committee on blockchain,
2 financial technology and digital innovation technology.

4 Section 3. This act is effective immediately upon
5 completion of all acts necessary for a bill to become law
6 as provided by Article 4, Section 8 of the Wyoming
7 Constitution.
