This bill amends the education resource block grant model for K-12 school finance in Wyoming by eliminating the consideration of school districts' operating expenditures when calculating maintenance worker resources for routine maintenance and operations. Starting in the 2025-2026 school year, the maintenance worker base full-time equivalent position resources will be determined using a new formula that averages three specific factors: the number of maintenance workers per school building, the allowable gross square footage of educational space, and the average daily membership of students. This change aims to standardize the calculation of maintenance worker resources across school districts.
Additionally, the bill appropriates $2 million from the public school foundation program account to the Department of Education for routine maintenance payments to school districts, effective from July 1, 2025, to June 30, 2026. The funds are designated specifically for the purposes outlined in the bill and cannot be used for any other purpose. Any unspent funds will revert to the state by the end of the appropriation period. The bill is set to take effect on July 1, 2025.
