This bill establishes new requirements for executive orders issued by the governor of Wyoming that extend beyond a specified time period. It introduces two new sections, W.S. 9-1-225 and 9-1-226, which define "executive order" and outline the procedures for issuing and extending such orders. Specifically, executive orders can remain in effect for a maximum of six months, with the possibility of a one-time extension for an additional six months. To continue an executive order beyond this period, the governor must provide at least 45 days' notice and allow for public input, including the opportunity for a hearing if requested by a sufficient number of interested parties. Additionally, the bill mandates that no executive order is valid until it has been filed with the secretary of state and made available for public inspection.

The bill also amends W.S. 35-4-115 to clarify that the governor is responsible for declaring the existence or conclusion of a public health emergency, subject to the new requirements established in W.S. 9-1-225 and 9-1-226. The provisions of this act will apply only to executive orders issued on or after July 1, 2025, and it will take effect on that same date.
