This bill amends existing laws regarding charter schools in Wyoming by allowing them to operate as local education agencies (LEAs) for the purpose of applying for and administering federal and state grants. Specifically, charter schools approved by either a school district or the Wyoming charter school authorizing board will have the authority to act as LEAs, enabling them to access grant funding for which they are eligible. Additionally, the bill mandates that these charter schools are responsible for providing special education services to students with disabilities, in accordance with the federal Individuals with Disabilities Education Act.

Furthermore, the bill repeals a previous provision that designated charter school authorizers as the local education agency for charter schools, thereby transferring this responsibility directly to the charter schools themselves. This change is intended to streamline the process for charter schools to secure funding and manage their educational programs independently. The act is set to take effect on July 1, 2025.
