A BILL
for
1 AN ACT relating to state funded capital construction; providing
2 definitions; providing appropriations for purposes related to
3 state funded capital construction; making appropriations subject
4 to terms and conditions as specified; providing matching funds
5 for specified projects; providing for the acquisition or
6 acceptance of real property; authorizing the expenditure of
7 prior appropriations as specified; reverting a prior
8 appropriation; and providing for an effective date.

10 Be It Enacted by the Legislature of the State of Wyoming:
11
12 Section 1.
13
14 (a) As used in this act:

1 (i) "Appropriation" means the authorizations granted
2 by the legislature under this act to make expenditures from and
3 to incur obligations against the general and other funds as
4 specified;
5
6 (ii) "FF" means federal funds;
7
8 (iii) "PR" means private funding sources;
9
10 (iv) "SR" means an agency's account within the
11 special revenue fund;
12
13 (v) "S0" means other funds identified by footnote;
14
15 (vi) "S13" means the strategic investments and
16 projects account.
17
18 (b) Appropriations for projects in this act remain in
19 effect until the project is completed, unless otherwise
20 provided. The amounts appropriated for projects under this act
21 shall be expended only on the projects specified and any
22 unexpended, unobligated funds remaining upon completion of a
23 project shall revert to the accounts from which they were

1 appropriated, unless otherwise provided. The amounts
2 appropriated in this act are intended to provide a maximum
3 amount for each project from any source excluding contingency
4 funding and shall not be construed to be an entitlement or
5 guaranteed amount.

7 (c) When used in a footnote in this act, "this
8 appropriation" shall be construed as a reference to that portion
9 of the appropriated funds identified in the footnote.

13 Section 2.

15 (a) The following sums of money are appropriated for the
16 capital construction projects specified:

1 1. (a) This appropriation is for level I and II studies for the following
2 projects:

4 (i) Department of administration and information - combined
5 laboratories facility renovation;
6
7 (ii) Department of agriculture - dairy barn;
8
9 (iii) Department of administration and information - master plan
10 studies for state facilities outside of Cheyenne;
11
12 (iv) Department of agriculture - master plan follow-up.
13
14 (b) Notwithstanding any other provision of law, after funds are
15 obligated for all studies specified in subsection (a) of this footnote, any
16 remaining unobligated funds from this appropriation are authorized for
17 expenditure on any level I or II master plan studies approved by the state
18 building commission.

20 2. This appropriation is for purposes of the Riverton state office building
21 renovation project. This appropriation is contingent upon the acquisition of an
22 office building by the state for the Riverton state office building project.
23 Funds from this appropriation shall be prioritized for the renovation of the
24 second floor of the office building prior to any other expenditures.

2 3. This appropriation shall be reduced by one dollar ($1.00)S13 for each one
3 dollar ($1.00) that is reappropriated to the state construction department for
4 purposes of the Riverton state office building renovation project under Section
5 5 of this act.

7 4. (a) Any federal funds received for state run veterans home facilities
8 shall:
9
10 (i) Be deposited into the strategic investments and projects
11 account to the extent funds from this other funds appropriation have been
12 expended; and
13
14 (ii) From any remaining federal funds, reduce this other funds
15 appropriation by one dollar ($1.00)S13 for each one dollar ($1.00)FF received.
16
17 (b) The total expenditure for level III construction of the veterans'
18 home of Wyoming shall not exceed ninety-three million eight hundred fifty
19 thousand dollars ($93,850,000.00) from this appropriation, amounts authorized
20 for expenditure by the governor under W.S. 9-2-1005(b)(ii), amounts
21 appropriated for the veterans' home pursuant to 2022 Wyoming Session Laws,
22 Chapter 49, Section 4, Section 027 and any federal funds received for state run
23 veterans home facilities.

1 5. As a condition of this appropriation, the new level III design and
2 construction of the helibase complex shall occur at the current location of the

1 Section 3. The Gillette community college district is
2 authorized to acquire or accept the transfer of ownership from
3 the city of Gillette of five (5) facilities totaling
4 approximately seventy-eight thousand six hundred fifty-three
5 (78,653) square feet consisting of the carter health science
6 center, tanner village 1, tanner village 2, tanner village 3 and
7 inspiration hall.

11 Section 4. The Gillette community college district is
12 authorized to acquire or accept the transfer of ownership from
13 the northern Wyoming community college district of six (6)
14 facilities totaling approximately two hundred twelve thousand
15 seven hundred ninety-eight (212,798) square feet consisting of
16 technical education center A, technical education center B,
17 pronghorn center, tanner village 4, high plains grill and
18 Gillette college agricultural complex.

22 Section 5. Any unexpended, unobligated monies appropriated
23 from the general fund to the state construction department for

1 purposes of the Riverton State Office under 2023 Wyoming Session
2 Laws, Chapter 187, Section 5(a)(i), Section 027 is hereby
3 reappropriated to the state construction department for purposes
4 of the Riverton state office building renovation project.

6 [RECREATION CENTER CAPITAL CONSTRUCTION GRANT]

8 Section 6.

10 (a) There is appropriated three million five hundred
11 thousand dollars ($3,500,000.00) from the strategic investments
12 and projects account to the office of state lands and
13 investments for purposes of providing a grant to the city of
14 Riverton for a recreation center for sports activities that
15 shall serve all of Fremont County, subject to the following
16 conditions:
17
18 (i) The city of Riverton shall secure matching funds
19 in the ratio of one dollar ($1.00) of grant funds to not less
20 than one dollar ($1.00) from any other source;

1 (ii) No grant funds shall be awarded unless the city
2 of Riverton has secured matching funds for the entire cost of
3 the project;

5 (iii) This appropriation shall lapse and revert if
6 matching funds are not secured within twenty-four (24) months
7 after the effective date of this section;
8
9 (iv) The city of Riverton shall provide oversight and
10 management of the expenditure of grant funds and shall hold
11 ownership of the recreation center.

15 Section 7. From any unexpended, unobligated monies
16 appropriated from the strategic investments and projects account
17 for the central Wyoming college Jackson outreach center under
18 2022 Wyoming Session Laws, Chapter 49, Section 4(a)(i), Section
19 027, ten million three hundred thirty-five thousand four hundred
20 seventy-eight dollars ($10,335,478.00)S13, or as much thereof as
21 is available, are hereby reverted to the general fund.
