The bill amends the requirements for obtaining historic horse racing permits in Wyoming. It specifies that a "live horse racing day" must consist of at least six races, each with a minimum of six horses. The Gaming Commission is tasked with establishing the number of live horse racing or pari-mutuel event days necessary for qualifying for a simulcasting permit, ensuring fair involvement of all parties and considering the economic viability of these days for permit applicants.
Additionally, the bill introduces limitations on simulcasting permits for pari-mutuel wagering on past events. It stipulates that no permit can be issued for locations with fewer than twenty electronic devices for wagering, and permits are capped at fifty electronic devices for each day of required live horse racing. If the required number of live racing days is not met in a calendar year, the permit holder must reduce the number of electronic devices by fifty for each day that falls short in the following year. The act is set to take effect on July 1, 2024.
