A BILL
for
1 AN ACT relating to corporations, partnerships and
2 associations; the administration of government; prohibiting
3 natural asset companies from operating in Wyoming as
4 specified; prohibiting conservation easements from
5 utilizing natural asset companies as specified; prohibiting
6 the state treasurer from investing in natural asset
7 companies; providing definitions; and providing for an
8 effective date.

10 Be It Enacted by the Legislature of the State of Wyoming:

12 Section 1. W.S. 17-32-101 is created to read:

3 17-32-101. Natural asset companies; definition;
4 prohibition; state treasurer investments.

6 (a) As used in this section, "natural asset company"
7 means a person recognized by the federal securities and
8 exchange commission that holds the rights to natural or
9 agricultural working areas, including national reserves and
10 large scale farmlands, and has the authority to manage the
11 areas for conservation, restoration or sustainable
12 management. For purposes of this section, natural asset
13 companies are limited to companies whose stock can be
14 traded.

16 (b) No natural asset company shall manage federal,
17 state or private land within the borders of the state. No
18 holder of conservation easements within the state shall
19 create or utilize natural asset companies by investing or
20 selling natural asset company credits.

22 (c) The state treasurer is prohibited from making
23 investments in natural asset companies.
