The Wyoming Voluntary Paid Family and Medical Leave Insurance Act establishes a framework for voluntary paid family and medical leave insurance for employees in Wyoming. The act mandates the selection of an insurance carrier by January 1, 2025, and outlines the responsibilities of the Department of Workforce Services in overseeing the program. The insurance will provide covered employees with a minimum of 60% wage replacement for up to 12 weeks within a 12-month period, with qualifying events including childbirth, care for a family member with a serious health condition, and the employee's own serious health condition. The program will be implemented in three phases, starting with state employees in March 2025, followed by private employers in March 2026, and self-employed individuals or those working for small employers in March 2027.

Additionally, the act allows employers the option to pay premiums for their employees' insurance, but does not require them to do so. There is a seven-day waiting period for medical leave claims, which will begin payment on the eighth day, while family leave claims will be paid starting on the first fully scheduled workday of leave. The act also requires the Department of Workforce Services to report on the program's progress by October 1, 2024, and to create necessary rules for implementation. The act is set to take effect on July 1, 2024, with certain sections becoming effective immediately upon the bill's passage.
