The bill introduces a new category of liquor license known as the boutique hotel liquor license, which can be issued by local licensing authorities to owners or lessees of boutique hotels that meet specific criteria. To qualify, a boutique hotel must have a minimum valuation of $10 million, include a restaurant, provide at least 35 sleeping rooms, offer dining services for a minimum of 12 hours daily, and have facilities for business meetings accommodating at least 50 participants. The bill also amends existing definitions and provisions related to liquor licenses to incorporate the new boutique hotel liquor license.

Additionally, the bill makes several conforming amendments to existing laws regarding liquor licenses. It clarifies that the boutique hotel liquor license is included in the definition of licensees and specifies that the annual fee for this license will range from $500 to $3,000. The bill also allows boutique hotel liquor license holders to sell unopened bottles of liquor or wine to registered guests for consumption on the premises. The act is set to take effect on July 1, 2024.
