The bill establishes new regulations regarding chemical abortions in Wyoming, specifically requiring that a pregnant woman undergo an ultrasound at least 48 hours prior to procuring the necessary drugs for a chemical abortion. The ultrasound must be of a quality consistent with standard medical practice and provides the woman the opportunity to view the active ultrasound and hear the heartbeat of the unborn child if audible. Additionally, the ultrasound provider must furnish a document detailing the ultrasound's date, time, location, and other relevant information. Before a physician or pharmacist can dispense the abortion drugs, they must verify that the ultrasound has been completed.
Violations of these regulations are classified as felonies, with penalties including fines up to $20,000 and imprisonment for up to five years, although pregnant women are exempt from criminal penalties under this section. The bill also includes a provision that clarifies its applicability in relation to existing laws, stating that if there is a conflict with the Life is a Human Right Act or another specified law, those laws will take precedence. The act is set to take effect immediately upon its passage.
